In The Big League

The recently concluded G-20 summit in London marked the coming of age of India on the global economic stage. For a start, almost all the recommendations put forward by Prime Minister Manmohan Singh were accepted. These included a demand for greater surveillance of the financial system, a promise to reform multi-lateral lenders like the IMF and World Bank, as well as an expansion of the lender’s resource to aid developing countries. Singh’s call for a rollback of protectionist measures on goods and services was also heeded.

This is a far cry from 1991, when India had gone to the IMF with a begging bowl. Back then, it had been forced to pledge its gold to tide over a balance of payments crisis. In contrast, India has now pledged to make a contribution of $20 billion to the IMF kitty. Singh also said the country would not exercise its drawing rights, citing its adequate foreign exchange reserves.

The transformation from borrower to donor has certainly altered the way the country is perceived. What it means is that over the next couple of years, the IMF’s governance structure will be altered to give India and China, which has also upped its contribution to the IMF, a greater say in the running of the institution. Already, the G-20 has advanced its decision to reform the quota and voting rights system in the IMF from 2013 to 2011. Getting these new funds from India and China has also meant that the tough conditions that the multilateral lending agency used to impose as the price of bailout could be a thing of the past. “So, there is likely to be some change in the decision-making process of the IMF,” says Dhruba Gupta, former Deputy Treasurer at the IMF.

Along with China, India has given a voice to developing countries, especially those in Africa, Eastern Europe and Asia, which have been hit by the recession. And, should it need to borrow funds some day, India will have built itself a comfortable cushion by lending to the IMF. The lender’s rules stipulate that a country can borrow up to three times its quota. India is already co-chairing the Financial Stability Board, a successor to the Financial Stability Forum set up at the G-20 finance minister’s meet in December 2008. The body is expected to provide broad directions for improving the regulatory structure of the world’s financial system.

Singh’s call for avoiding trade protectionism and facilitating trade finance too has been accepted. The G-20 leaders agreed to set up a $250 billion fund for multilateral financial institutions and national export credit agencies, which will not only help Indian exports, but also the other export led countries of South-East Asia.

India’s coming out party is not the result of any new found love for the country. Rather, it is the result of a trillion dollar-plus GDP, its growth potential and $253 billion in forex reserves. Not too many countries can boast such numbers. The country’s growth rate is expected to range between 5-7% in 2008-09. That is better than most developed nations, prompting Lord Peter Mandelson, British Secretary of State for Business, to say India and China will be the “drivers of global growth.”

China, with its economic might, also flexed its muscles at the meet. Despite this, most leaders at the G-20 summit talked of the two neighbours in the same breath. As UK Prime Minister Gordon Brown said after closing the summit on April 2: “I believe people will be encouraged by the fact that China and India and Japan and many countries we have all come together in a way we could never have done even a year or two ago, and designed proposals that will reshape the global financial system.”

The shift in the centre of gravity of the global economy from the developed world to the developing world means that the latter cannot be denied its rightful place under the sun for too long. As for India, the G-20 may not be the perfect vehicle to show its leadership, but it’s a good place to start. (From Outlook Business, May 2, 2009)

UGC/NET: The Multimedia Center and the Placement Cell of the College have offered training for UGC NET for long, at first in the form of regular classes and recently through a blog created for the purpose. In the case of Sanskrit, Malayalam, economics, commerce, history and English, training was offered for optional subjects too. Now, we are bidding goodbye to the blog and starting out with our own cyber space. It uploads at least five posts a day from among general and optional topics. In addition, there will be interactive sessions, tests and evaluation programs. We are very seriously thinking about offering real time online interactive sessions with teachers and resource persons.

Common admission test: The Placement Cell is conducting training sessions for CAT and MAT. Though it is primarily meant for final year degree students, freshmen and sophomores are also actively attending classes. The study materials and notes shall be made available in the portal.

While people know that the Central/ State governments have plans and projects to bring about development, they are much less aware of the part played by non-governmental organizations (NGOs). That part includes sensitization and the actual carrying out of projects like providing housing, rural roads, sanitation, schools and health facilities. The World Bank recognizes this and divides the NGOs into two categories: those involved in sensitization and those involved in operations. We know the advocacy groups/social activists, because they attract media attention by their steps like fasts and demonstrations. They make the marginalized aware of their rights, often sabotaged and denied. They bring instances of injustice to the notice of the authorities using the media. However, very few know about the second category of NGOs, those that actually deliver services. There is some knowledge about the big ones among them, a number of which are part of international NGOs such as ActionAid, Helpage and the Red Cross. But smaller NGOs, some of which work in just one State, or have small projects in different States, are virtually unknown. This is not because they do not publicize their work; they regularly bring out information material on their work and send it to the media. It is because the media consider news as something different. Even if they do carry some information on what NGOs are doing, it is about the activist NGOs, not about those in the field of development, the operational NGOs.
Unfortunately, the situation is not likely to change in the near future. Success stories do not sell, hard-boiled journalists will tell you. In part, it is because a single story about, say, a hospital doing excellent work in a remote rural region will not alter the general perception that medical services are very scarce in villages or non-existent in large tracts of the country. And that has to do with the general perception of the relatively affluent, those who read newspapers and journals, listen to radio news bulletins or watch television news channels.
Simply put, they see poverty, lack of health facilities, illiteracy and scarcity of schools in the abstract and as issues to be addressed by the state. This class does not look at issues as something that affects individuals unless those individuals are personally known – servants, workers who build one’s house or even poor relatives. My handling of a servant wanting a higher wage has nothing to do with my genuine concern about the slow progress being made by the state in its efforts to eliminate or lessen poverty.

The more difficult task of ensuring global economic stability was assigned to the IMF. Those who convened Bretton Woods had the global depression of the 1930's very much on their minds. Almost three quarters of a century ago, capitalism faced the most severe crisis to date. The Great Depression enveloped the whole world and led to unprecedented increases in unemployment. At the worst point, a quarter of America's workforce was unemployed. The British economist John Maynard Keynes, who would later be a key participant at Bretton Woods, put forward a simple explanation, and a corresponding simple set of prescriptions; lack of sufficient aggregate demand explained economic downturns; government policies could help stimulate aggregate demand. In cases where monetary policy is ineffective, governments could rely on fiscal policies, either by increasing expenditures or cutting taxes. While the models underlying Keynes' analysis have subsequently been criticised and refined, bringing a deeper understanding of why market forces do not work quickly to adjust the economy to full employment, the basic lessons remain valid.
